I am not sure if you have read about this.

The latest update is as follows:

1) Sellers Stamp Duty (SSD) period is now 4 years.
2) SSD rates are now 16%, 12%, 8%, 4% for residential properties bought on or after 14th Jan 2011 and are sold in the first, second, third, fourth year respectively.
3) Lower Loan-To-Value limit (LTV) to 50% on housing loans for property purchasers who are not individuals.
4) Lower the LTV from 70 to 60% for individuals with one or more outstanding housing loans at the time of new housing purchase.
