Good evening,
Your spouse must be a SPR before both of you can apply for new EC but both of you can apply for BTO under non citizen spouse scheme. The drawback will be that you can only apply for 2rm bto in non mature estate.
If you guys cant wait, probably both of you should consider purchasing a resale unit.
