Unfortunately, the applicants in the HDB flat must also be the applicant for the HDB Loan Eligibility (HLE) letter. Since you have taken 2 HDB concessionary loan, you are not eligible to apply for an HDB housing loan.

You can try the HDB Loan Eligibility Application questionnaire for a preliminary assessment of your eligibility.

1) Yes, this is the correct way to move forward.
2) If your name is included, you might be rejected entirely from the HLE application.
3) You can still be the owner servicing the mortgage utilizing your CPF.
4) Just ensure that OTP bears your name as one of the buyers.
