If you use a professional buyer agent to support your purchase, you should not see any COV in most cases.

COV cannot be calculated when there is no valuation. The final price minus off the valuation will be considered the COV.

✔ 2 Formula: **COV = Purchase Price − HDB Valuation**

✔ 3 If the purchase price is higher than valuation, the difference must be paid **fully in cash** by the buyer.

COV (Cash Over Valuation) is actually very straightforward once you know the two numbers involved.



???? Formula

COV = Agreed Purchase Price – HDB Valuation



???? Example
• You agree to buy a flat at $520,000
• HDB valuation comes back at $500,000

???? COV = $520,000 – $500,000 = $20,000

That $20K must be paid fully in cash (cannot use CPF or loan).



⚠️ Important points
• Valuation is only known after OTP is issued
• So COV is something you are taking a calculated risk on when you agree on price
• Banks/HDB loans are based on the lower of valuation or purchase price, not including COV



???? How buyers estimate COV before committing

You won’t know exact COV upfront, but you can:
• Check recent transacted prices in same block / stack
• Compare condition, floor, facing
• See how aggressive seller is pricing vs market

???? If asking price is way above recent transactions, likely got COV



???? Agent tip (this one matters)

In today’s market:
• Good units (high floor, renovated, near MRT) → higher chance of COV
• Older or average units → often little or no COV

2) We can't calculate COV until we received a formal valuation report.
3) COV is the amount above valuation price that needs to meet the purchase price.
4) Layman saying is Purchase price - valuation value = COV.
5) If purchase price = valuation value, COV = 0.
