1) I have to have the following assumptions, to begin with:
(a) You are an SC, no need to consider ABSD.
(b) You're eligible for an HDB loan, therefore can pay only a 10% down payment with CPF.
(c) No COV in the purchase
(d) You have to be a good negotiator to negotiate for a low deposit
(e) You have sufficient funds in your CPF OA for those payments that can use CPF funds.

2) Cash portion: $867.90 ~ $5,865.90
Deposit = option + exercise fee
Option: $1~$1,000
Exercise fee: $1~$4,000
Caveat: $128.90
Title Search: $32
Mortgage Stamp Duty: $500
Valuation: $120
Resale application: $80
Fire insurance: ~$5

The amount of Cash needed depends on various factors, like the loan you're taking, the flat price, the Valuation etc.

Then minimum Cash outlay could be as low as $2, while you could also pay more than $100k if the COV component is substantial.
