1) Your question covers a very wide scope.
2) If you are an SC family you can get a maximum up to 85% loan from the HDB.
3) If you are an SPR family you can only approach the bank for mortgage loan, which is a maximum of 75%.
4) You have to do a MSR (Mortgage Servicing Ratio) assessment to know how much you can get.
5) When come to a private residential (condo). You can only approach a financial institute (bank) for a maximum 75% LTV.
6) When you are taking loan from the bank, you will have to fork out a minimum cash of 5%, the 25% can be cash and/or CPF.
7) The above is not limited to only housing in Bishan but applicable to whole island wide.
