For transfer of ownership in such circumstances, you will need the approval of HDB in order to do so. Is this property fully paid? Given that you are checking on the loan eligibility for your brother, I assume that there is still outstanding loan for the property, thus only when they are able to secure the necessary loan to take over the property, I am afraid that it is not possible to do the transfer. The possible scenario is to sell the current property, so your brother and mother can potentially purchase a smaller unit while you are free to purchase a resale unit with your boyfriend in this case. This could help alleviate the monetary commitments in maintaining this flat.

Hi,

1) The amount of an HDB loan is based on the formula to compute how much loan a person can receive, basically, it is only up to a maximum of 30% of their monthly pay that can be used for the monthly mortgage.
2) Since your brother and mother both have outstanding loans, this will reduce their maximum loan amount.
3) In order for your brother to take over your share, he must have sufficient financial capacity to do so.
4) This financial capacity can be in terms of cash, CPF, and loan amount. All these added up must be equal to or more than your share in the HDB flat.
5) Under the situation you described. It is evident that you are stuck for a few years if all of you wanted to keep the current HDB flat.
6) I would suggest applying for the HDB loan and getting an IPA from a banker to understand the amount of loan both your brother and mother can receive in the event of an ownership transfer and see what is the shortfall.
7) The loan amount will not change until one of their loans is cleared or to receive a higher salary.
