To buy resale HDB flat, you have to fulfill the eligibility listed by HDB.
(1) At least 1x Singapore Citizen.
(2) 2x PR with min of 3 yrs holding the residence status when both can form a family nucleus; husband & wife, or to obtain marriage cert within 3 months upon key collection.
The next crucial thing is to check your financial status, which I usually will furnish a detail financial commitment in terms of cash & CPF for my client.
