My team has transacted several cases with below COV, the latest being a 3room flat in Bukit Batok for $40k below value. Most such cases are for units where the sellers are first owners of the property or sellers who have already made their purchase to upgrade or downgrade therefore in a die die must sell situation. It will be good to engage the services of a salesperson to assist you in negotiating for a good price in your interest. As to your first question, if the valuation report has been done prior to the latest HDB announcement where valuation can now only be done after the deal has been sealed, the valuation report can still be valid (a valuation report validity period is 3 months in this case from date of report).
