You are entitled to Non-Citizen Spouse Scheme in your condition, a SC + Foreigner.
The best way to go forward is to get HDB loan, by applying a HLE in HDB.gov.sg website. You are able to get up to max of 90% HDB loan.
The rest of 10% can be pay using CPF in OA and/or cash and Grant.
The amount of grant you can apply for is as follow:
2~4-room resale flat: $25,000
5-room or bigger resale flat: $20,000
The above grant is only avalable if you and your spouse are first-timer applicants.
The cash amount needed is mainly for Option fee + exercising fees (deposit), that can be discuss with seller to get something affordable, range from $2 to $5,000.
Legal fees: $682 (can use CPF using HDB loan)
Miscellaneous: $15
Resale Application: $80
Registration & microfilming: $215.90
Valuation fee: $199.25 for 3-room & bigger
Fire insurance: $5
Total of above = $1,197.15
Stamp duty: 3% - $5,400 (Can use CPF to pay, however, need to use cash to pay first, reimbursement later)
Salesperson commission: 1% of purchase price if you are engaging an agent.
