Hi there, as your sister is already of 41 years of age, she is able to buy a HDB under the non citizen spouse scheme. And if she can fulfilled certain conditions, she should be able to apply for more grants by including her mother as a essential occupier or buyer. She will have to list her husband as a essential occupier as well in order to fulfilled the family nuclears set by HDB
