I do not quite understand what you mean by current flat is under decoupled status. Do you mind sharing more details? Generally, as long as you fulfilled the criteria in applying for a BTO flat, you will only be required to sell the existing HDB nearing to collection of keys for your new flat or within 6 months from taking possession of your new flat subjective to the financing of the new purchase.
