Hi Nur Din,

1) It is quite a challenge in today's market to buy without COV.
2) Although not impossible, it is not easy to achieve due to the expectation of the seller.
3) Supply of resale HDB flat is getting lesser due to the delay in MOP. Although there are quite a lot of newly MOP flats.
4) Most of these newly MOP flats are located in the North-East. Therefore the resale HDB flats in the North are getting lesser as well.
5) Some of my buyers initially were also desired to buy a flat in the North-East but ended bought in the North.
6) My suggestion would be to study the market trend and possible reasonable price of the unit you desired and negotiate with the sellers carefully and ensure you are not over-commit to the purchase.

A vast majority of my buyers managed to secure a house without COV with one of them being in Sembawang area. However having said that, I have to concede that the area you are looking into is a 'COV Prone' area especially for Malay buyers due to ethnic quota issue.
