Hi, we will relocate to Singapore in Jan 2016, we are planning to rent a 3 bed apartment for 1 or 2 years and then we would like to buy a property there instead of renting.
For renting, how many months of rental we have to pay once we have signed the tenancy contract? And what other fees we have to pay?
Is there any restriction for expats buying property there?
What is the minimum % of down deposit and maximum % of mortgage loan? What is the current mortgage rate?

Good morning,

Do let me advise you on rental and purchase in Singapore.

Rental:
Security deposit and commission payable will depends on years of lease.

Practice:
1) letter of offer with good faith deposit (1 month's rental)
2) 1 month (1 year lease) or 2 months' rental (2 years lease) as security deposit when you sign the tenancy agreement
3) 0.5 month (1 year lease) or 1 month's rental ( 2 years lease) as commission payable to your representative when you take over the unit.
4) Stamping of tenancy agreement is borne by the tenants

As for purchase:
1) if you dont have an existing outstanding housing loan, you can loan up to 80% (still subject to total debt servicing ratio) with a max loan tenure of 30 years or retirement age of 65 years old. Downpayment will be 20%.

2) as a foreign purchaser, you need to borne additional 15% buyer's stamp duty on top of the usual 3% buyer's stamp duty (estimated).

3) interest rates are competitive between banks nowadays. It will be best to check when you are ready for house purchase.

Dear relocator,

Let us move forward 1 step at a time and address your questions on rental first because we are unsure if there will be any policy and regulatory changes 2 years down the road.

For rental in Singapore, depending on the tenure of rental, the tenants are typically required to prepare 1 month worth of security deposit plus 1 month advance rental for 1 year rental agreement and 1 more month for security deposit for 2 years rental agreement. The tenants will also be required to pay stamp fees for the rental agreement calculated at 0.4% of the total rent payable.

As for professional fees in brokering the rental, it will be half month of the rental for each year of rent. 7% GST is applied to this amount.

Do also take note that as a tenant for a whole unit, you are responsible for paying of electrical, power and gas supply. These are some of the hidden costs which may not be explained to prospective tenants first time in Singapore. The procedures for renting are
- 1 month security deposit for each year lease
- 1 month advance rental upon signing agreement
- security deposit depends on number of months of lease
- agent fee of half a month + gsf for each year lease (may waive but depends on the length of lease)

For purchase, foreigner only eligible for private condo.
- the ABSD for foreigner is 15% (depends on nationality, may able to avoid)
- the max loan quantum is 80% of the purchase price
- loan amount will depend on the monthly salary
- loan tenure depends on the age, max up to 30 years or age of 65
- current interest rate is around 2.8%
