With regards to your question, if you had purchased your current flat direct from HDB or if you had purchased your flat from the open market with a CPF grant, then you will be considered as 2nd timer.
But what I sincerely feel is that if you guys have the ability and wishes to upgrade, then whether you are a 2nd timer or 1st timer shouldn't make a very big difference to whether you should go ahead or not.
