Good afternoon Sani,
Is your 1st property a subsidized flat (bought from HDB or bought with 1st-timer grants)? If so, and if its sold before March 2006, there will be a resale levy payable when you get another BTO / SOBF , and this amount can be quite substantial based on the old resale levy policies. For example, for 4-room it is 22.5% of the sale price back then, and resale levy is payable in cash.
Otherwise, if you have not enjoyed any housing subsidy before, and do not mind waiting for the BTO construction and smaller units than you are used to, BTO is a good choice as its value will definitely hold up well.
If you are used to bigger size 3-room units, resale is the best option and definitely fully paying it off via sales proceeds will most likely not be an issue today since you have not reached CPF retirement age.
