For your first question on getting HDB/EC with your sister:
I assume your sister & you are both single. Apparently, you are not eligible to purchase HDB/EC under Joint Single Scheme which require you to be at least 35 years old.
However, you can still purchase a private residential unit, such as Condominium, which can be a good choice for investment.
For your second question on Buy 2nd flat while keeping the 1st flat:
If your sister is intending to buy the new flat with your parents under family nucleus scheme, your parents are required to dispose their current HDB within 6 mths upon getting keys of the new flat.
It is not possible to own two flats concurrently.
It seem that your intention is to buy another property for investment/rental income. There are few options we can explore in achieving that besides owning two HDBs. It will be great if we can meet up and provide you with various options that best suit your current situation.
