Has 150k in cpf.
Does she qualify for a bank loan?
Her budget monthly installment is 4k

:5% CASH ;deposit and exercise
[1% deposit AND 4% upon exercise]

Let me explain how Singapore 's policy on buying property here

Purchase a resale apartment procedure
1% for booking fee
4% to exercise in 2 weeks
Total 5% all in cash

Stamp duty 3-4% : 1 mil and below 3% , above 1mil 4%
To be paid when exercise the option. Can be cash or CPF .

The rest 80% can be funded by taking a loan from the bank.

Whether yr niece can get the loan , the bank need to do some check as there is this TDSR that they need to screen before they can confirm how much loan to grant.
I work with many homeloan bankers so if need I can recommend them to you to help yr niece to do the calculation .
