Is the 5-room HDB still under any loan? If not, you should have a healthy amount of cash and cpf proceeds from the sale of the house to use for downpayment of next private property, and the upgrade will be feasible since the household income is healthy as well. The max loan will depend on age and the amount of loan obligations installments on hand at the moment.
