Hi! My husband and I are currently living in a two-room HDB flat and are in our second year of the MOP. We are expecting a newborn, and my husband is self-employed, with our home also serving as his office. Due to these circumstances, we are facing significant space constraints. We would like to understand the likelihood of obtaining approval to sell our flat early so that we can upgrade to a larger home.

Whatever we mention here are merely opinions and it doesn't matter if we feel you have a high or low chance as only HDB's decision will matter. It will perhaps be helpful if you can appeal with the help of your MP in this case, but do also take not that should you be allowed to sell at this point in time, you may be subjected to Seller's Stamp Duty since you are selling within 3 years of ownership.

Congratulations.
You have a strong valid reason to sell before your MOP. To help u expedite, u should meet ur MP and explain the urgency. Secondly, u should write to HDB concurrently on ur need. Having a baby on the way is the main reason why u need the space.

For your situation, HDB is generally very strict about the Minimum Occupation Period (MOP)—usually 5 years for a 2-room flat—before you’re allowed to sell. Early sale applications are only considered under exceptional circumstances, such as serious financial hardship or urgent medical needs. Having a newborn and needing more space doesn’t automatically qualify as an exception, and being self-employed with your home as an office is typically not enough to get early approval.

HDB will assess each case individually, so if you want a definitive answer, you would need to submit an Early Disposal application with documentation showing urgent need. Read More
