As this will be your first residential property in Singapore, IRAS will treat it as your matrimonial home thus you don't have to pay 5% ABSD due to your spouse's SPR status.
Do take note that he has to dispose off his interest in overseas property within 6 months from completion date.
If he wants to hold on to it, I will recommend him to appeal to HDB first before committing to the purchase. If he will like to have the contact to email to, I can pass it to him. But do take note that it will be based on a case by case basis. A few of my SPR clients failed to get the approval to keep the overseas property.
He can either sell of transfer the ownership to his family members.
