I don't foresee an issue, as to my understanding HDB takes into account the 12 months period of pay slips and will average out accordingly the total income over the income earning months.

It is unlikely you have any grants available since you have already enjoyed one subsidized housing. For hdb loan your income needs to be below 14k per month
