Congratulations on your new milestone. Yes its possible to purchase before your official ceremony. The whole process could take about 4-6 months hence its the ideal time to start searching. Typically they will require the ROM cert on the 1st appointment so that the grants can be disbursed. However, appeal cases shouldn't be an issue so long you have other documents for evidence that the wedding will proceed eventually.

Congrats on your marriage. Since you have all the necessary elements booked, you can submit an appeal to HDB to submit your certificate later. It will be a good chance that your appeal will be successful.

You may start to plan your finances and shortlist units now as the resale process may take up to 4 months. Moreover, if you are looking at specific areas, you may have to wait for units to be available.

Evening,

Standard HDB transaction takes about 14 to 16 weeks to achieve completion. This would exclude the the hunting time, period waiting for valuation and submission timeline. Should we managed to secure a unit by end May, the estimated completion date will be around early to mid October. By then, you should have already fixed the actual ROM date and obtained the registration slip. We can then submit the ROM certificate to the resale officer for their verification.

I assume your solemnisation will be on or close to the same date as your big day which means you wont be able to get your house ready for your wedding.

Since you have wedding banquet receipt etc, I will advise you to appeal to HDB first before kick starting your house hunting process if not it will be a plain waste of time.
