Hi, me and my fiancé is looking to buy a resale flat. Do we have to get our ROM certificate first before our purchase or isit like BTO flat where we get to have 6 months from getting our keys to produce the marriage certificate to HDB.

Good morning buyer,

If you have no intention to obtain HDB loan or CPF housing grant, you can have a time frame of 6 months from purchase completion to produce your marriage cert.

If not, you will have to produce it before the purchase completion which is the 2nd appointment date.

Typically, you need to have it ready by the 1st appointment as issues pertaining to housing grant and finances are settled then. There could be exceptions on a case by case basis. Thanks and hope to assist further.

Afternoon,

You can purchase resale HDB unit, collect the keys and present your ROM certificate within 3 months from there. However, you will need to present the necessary documents indicating that the ROM date have being fixed during the first appointment.

For fiance & fiancee scheme, you must submit your marriage certificate within 3 months from resale completion date.

If applying for CPF Housing Grant, submit your marriage certificate on or before the resale completion date.

You may present the marriage certificate within 3 months from the completion of the purchase. If there are circumstances that you cant produce within the period, for example you had a specific auspicious date for marriage, you can appeal to the HDB officer.

Good evening buyer,

Sincerest apologies for the late reply as Propertyguru doesnt prompt me when there's any reply to my post.

Interest rate for HDB loan is 2.6% so it depends which type of bank loan package will you be taking. I will strongly advise SIBOR as it has not been very stable and has been on the rise.

If not, you can consider loan package that cap interest rate to 2.5% from DBS (still lower than HDB loan) if not, can consider fixed deposit rate from OCBC or DBS.

But do take note that if selecting of loan still depends on your capability to finance the initial downpayment.

HDB loan: 10% can be fully paid by CPF OA funds.
Bank loan: 5% cash and 15% CPF OA funds or cash.
