Hi

If you are eligible for contra facility or temporary loan scheme, there is no need to come up with funds first to pay for balance of purchase price in order to collect keys. You can collect key on sale completion for contra or before sale completion for TLS.

However both requires you to have secure a buyer for your flat plus gotten hdb approval for the sale, before either can scheme can come in to help you complete payment. So your key collection will be deferred until then.

If you are eligible for the Contra Facility or the Temporary Loan Scheme (TLS), you won’t need to provide upfront funds to pay the balance of the purchase price in order to collect your keys. For Contra, key collection happens on the same day as the sale completion, while for TLS, it may even happen before the sale is completed.

That said, both schemes require you to first secure a buyer for your existing flat and receive HDB’s approval for the sale. Only then can these schemes be activated to help you complete your new flat’s payment. Until those conditions are met, your key collection will be postponed. Read More
