I doubt there is any official statistic on property ownership but I try my best to answer your question.
The total population is approx 5.3M and out of which, 3.8M are residents i.e. Singaporeans and PRs. Out of these residents, 2.5M are aged between 20-64.
The total housing stock in Singapore is approx 1.4M which means we could infer that there could be 1.1M residents (age between 20-64) who do not own a property in Singapore though the actual no. could be higher as there are many who owns multiple properties.
