Hi! Is it possible for me who is not eligible to own a HDB Flat, buys one under someone's name? For example either of my parents? Because HDB Flat are what seems to be my budget.

Good morning Nuralif,
you can purchase under public scheme with your parents if eligible. But do take note if they own any private property or HDB, they will have to dispose it within 6 months from purchase completion.

There are criteria to fulfill before eligible to purchase.
If you intend to purchase using solely cash only, then it is possible to arrange on your own to get someone else on the title deed. Provided they/he/she fulfill the HDB criteria.
If you intend to use CPF, then answer is no. CPF will not disburse any money out unless you are the owner.
