There are criteria to fulfill before eligible to purchase.
If you intend to purchase using solely cash only, then it is possible to arrange on your own to get someone else on the title deed. Provided they/he/she fulfill the HDB criteria.
If you intend to use CPF, then answer is no. CPF will not disburse any money out unless you are the owner.
