This is a pretty broad question. Generally speaking, HDB resale prices have come down quite a fair bit and has been flat for the past several quarters. Sellers expectations are more reasonable now and more units are transacting at or close to valuation. The thing with upgrading is market sentiment affects you both ways, you buy low and sell low, and when you sell high, you also buy high. Hence more important are your lifestyle requirements (is there a need for a big space? will your loan amount be significantly affected if you delay the plans by another 1 - 2 years, making the upgrade less feasible?) More details of your plans and requirements will be ideal to make more personalized recommendations.

With the current market condition, Executive units are priced lower than before which makes it more affordable. However, that also make your current unit of lesser value than before. Therefore, understanding your financial standing and commitment will allow you to plan your route ahead.

I would say, any time is a good time to upgrade, as long as you are fulfilling your needs. This is especially so in the current Buyers' Market.

Most people will choose this time to upgrade, rather than upgrading when it is a bullish market. Because in a bullish market, properties sells, and you may not get your first choice unit. Whereas in a subdued market, the chances of you getting your choice unit is higher.

In my opinion, it is a good time to upgrade because prices have stabilized as we can see from the price index over the past few quarters. Market seems to be bottoming out with an improve in buyers sentiments.

Developers are turning more aggressive in their bids to replenish their land banks and enbloc activities seem to be coming back.

It is now a buyer's market and therefore there is a better chance for you to get value for money buy. I have already assisted a few of my clients to snap up units at record low prices in the current market conditions.

For you, it may be worthwhile to consider upgrading to a bigger resale flat or even an EC or private property if you can afford comfortably.
