Hi, im looking to purchase a resale flat with my partner who is a Singapore PR for less than 3 years under the fiancé/fiancée scheme. I myself is a Singapore citizen. Will i be able to put my partner as an applicant in the purchase or she can only be an occupier? and can she utilise her cpf to service hdb loan?

yes, you two can buy a resale flat under the Fiancé/Fiancée Scheme, and you can choose to list your PR partner as a co-applicant (owner) so that you can use her cpf for the hdb

The usual “SPR for 3 years” rule does not apply because you (the buyer pair) are a Singapore Citizen; that 3-year rule only applies to SPR-only households.

She can use her CPF OA for downpayment/instalments and can be included in the HDB loan/HFE assessment because CPF usage and loan participation require being an owner.

As per HDB's website, the proposed owners can either be a Singapore Citizen (SC) or a Singapore Permanent Resident (SPR), with another owner or occupier who is an SC or SPR. Only if all the proposed owners are SPRs, they and the essential occupiers must have held permanent residency for at least 3 years.

There are however a few other major considerations you might need to take note of if you are purchasing a resale HDB.

Hi,

1) When a PR married to a SC, they are eligible to buy and own an HDB flat.'
2) The PR need not have to wait for the 3yrs timeline to meet the eligibility conditions.
3) She must be an owner of the flat in order to utilize her CPF funds to service the HDB loan.
4) If you are not comfortable to divide the home ownership equally since her funds in her CPF is limited. You may discuss with her on the amount of share that each party should own according to funds contribution.
5) If you decided on this route, you will have to use tenancy-in-common to specify amount of shares that each party shall own rather than using Joint-tenancy (50/50).

Hello!

No issues to buy a resale HDB flat with your SPR partner under the Fiancé/Fiancée Scheme, and she can be listed as a co-applicant (owner)!

The “3-year PR rule” only applies when both parties are PRs without any Singapore citizen in the application.​ (Not applicable for your case)

And yes, she can use her CPF Ordinary Account (OA) funds towards the downpayment and to service HDB loan.
