Good morning,

your husband has to be included as essential occupier under non citizen spouse scheme as both of you are married if you intend to buy a resale flat.

If he has an overseas property, he has to dispose it off and both of you observe 15 months waiting period first before you can apply for HFE. This scenario is applicable if both of you are below 55 years old.

If both of you are 55 years old and above, he still require to dispose the overseas property but in this case, both of you can buy up to 4rm flat.

Alternatively it's to look at private housing in which his income will be taken into consideration as well and he doesnt have to dispose off overseas property.

Yes, it will affect your application as your spouse will be considered an essential occupier for the HDB resale unit you intend to purchase, thus he will be required to dispose off his interest in the property overseas and wait out for a period of 15 months before you can purchase a resale HDB if both of you are below 55 years old. Otherwise, you may purchase a resale 4 room flat or smaller unit immediately after his interest in the foreign property has been disposed. Hope this helps!
