Hi,

Yes, for single to buy new flat direct from HDB, you are only eligible for 2 rm in non-mature town.

If your intention is to get a bigger space for your new home, your choice is restricted to resale. Buying resale for single has no restriction on size, the only difference is the grant available for 5-rm and above is lower than 4-rm and below.

As a Single, you are not eligible to purchase a flat that is bigger than 2RM in matured estate directly from HDB.

You can however look into resale HDB or private residential.
