Hi,

I'm a 35-year-old Singaporean, married to a non-citizen spouse. We have a non-citizen child together. They’ve been staying in Singapore for the past couple of months with my in-laws. They’ve just received their Long-Term Visit Pass (LTVP) and are planning to return to their home country for a couple of months to visit family.

However, they’re concerned that this might affect our upcoming HFE application (which we plan to submit soon) and the process of buying a resale flat. I will be handling both processes.

Do they need to be physically present in Singapore for either of these to proceed? Will their absence affect our HFE application or the purchase of a resale flat?

Hi,
You can apply your HFE anytime, anywhere. This is a E-facility and once approved, you have 12 months to purchase your HDB flat. So, do not worry too much.

Please do not wait to apply as it takes time to complete and HDB will request all kinds of details pertaining to family and income. As such, the earlier you apply, the better.

HFE is an electronic process, therefore your spouse and in law need not be physically present. Even during the home search, if they are happy to leave it entirely to you, it is also fine.

Your spouse presence maybe needed during the completion of purchase though.

Hi there,

Thanks for sharing — this is a common concern among SC-foreigner households.

Your non-citizen spouse does not need to be physically present in Singapore during the HFE application or even the initial stages of the resale flat purchase. Since you’re the Singapore citizen and handling the process, most of it can proceed smoothly — especially if you have their consent and supporting documents ready.

That said, do keep these points in mind:
1. For the HFE (HDB Flat Eligibility) application, as long as their LTVP status is valid and reflected in ICA records, you can proceed with the application. HDB pulls the data electronically — physical presence isn’t required at this stage.
2. For the resale process, their physical presence will eventually be needed for:
• Signing legal documents (OTP, resale application) — unless you’ve arranged for a Power of Attorney (POA).
• Final completion appointment with HDB, where both buyers are usually required unless represented by a POA.

If they’ll be overseas for a few months and might not be back in time, it’s worth arranging for a Power of Attorney now — this gives you legal authority to act on their behalf for the entire transaction. It must be drafted correctly and witnessed either in Singapore or at a Singapore Overseas Mission.

3) He has to access to HDB web site to do an endorsement for the HFE application and the resale application.

Hi during the HFE application, spouse and child dont need to be around but you will need their documents on hand in order to fill in the HFE properly.

They might have to be around during HDB completion so you need to take note.
