Hi,

1) When buying a resale flat without grants, this is considered not to enjoy subsidizes from the government.
2) All citizens have 2 chances to enjoy subsidies from the government buying an HDB flat.
3) You may apply for 2x BTO/SBF, or buy a resale flat with grants + apply for a BTO/SBF.
4) Do note that if you intend to enjoy grants when buying a resale flat, you must not apply for a BTO/SBF first.
5) You are considered the 1st timer when applying for a BTO/SBF.

Please give me a thumbs-up if the answer provided is relevant to your main concern. Thanks!!!

As a PR, your wife would not be eligible for grants, thus the onus is on you as a Singapore Citizen, If you have already purchase a resale HDB with grant, then you will likely be considered as 2nd timer for BTO application when your wife obtains her PR. Read More

My Answer with regards to your Question:

In the context of the Housing and Development Board (HDB) in Singapore, the terms "first-timer" and "second-timer" are used to categorize individuals based on their previous property ownership history. Here's how the categorization generally works:

First-Timer: A first-timer is someone who has never received any housing subsidy or grant from the government, whether for a new or resale flat. This includes individuals who have not owned or disposed of any private property and have not received any housing grants.

Second-Timer: A second-timer is someone who has received a housing subsidy or grant before, either for a new or resale flat. This includes individuals who have owned or disposed of private property.
