Hi, I shortlisted a property and want to give offer, but the seller wont be able to issue OTP until early May due to MOP. Does that mean even if the seller and I are agreed on the price, there will be no legal binding? Should I wait until end of April to negotiate? Any way if I can secure this property early with the seller? Thanks!

Hi,

Yes, you're right. Seller will need to meet the MOP before being able to Register their Intent to Sell. They will also need to observe a 7-day cooling period before being able to issue the OTP to a Buyer.
