Is it possible to time the purchase such that the completion of your purchase is earlier than the completion of your sale.

If you sold a HDB and you are going to purchase another HDB, where the resale application has been submitted to HDB pending first appointment, it will be very unlikely to have the completion of your purchase before the sale, as there is generally a queue system in place for HDB appointments to take place.
If you have sold a private and you are going to purchase a HDB or private, it will depend on the terms and conditions you have set forth with the purchaser of your condo. There could be possibility to complete the purchase transaction before the sale.
Do take note that in order for the purchase to complete prior to sale, you must not need the funds from the sales proceeds to finance the purchase up front.
