Hi, I currently am an owner of a fully paid up hdb flat that has not reached its MOP of 5 years. Am I able to use my mother's name to buy a private but have both our names stated as borrowers (she will be listed as sole owner)? Also, can I use my Cpf to pay the mortgage loan?

Hi, you are not allow to used your cpf to pay for the loan, since you still have a hdb that is under your name and has not reached MOP.
