You are eligible to purchase a resale HDB just that you will have to dispose off your overseas property within 6 months from completion date.
If you will like to hold on to it, I will recommend you to seek for waiver before committing in an unit.
In addition, both of you must be SPR for at least 3 years before you can ink on the option to purchase.
As for purchase of private property, with your annual income, you should be able to obtain max loan of $700k for 19 years. Along with your CPF OA funds and some cash, you should able to afford a decent size unit depending on the location you prefer.
