Hi, I am turning 35 next year and would like to purchase a HDB resale flat under the Singapore Single citizens scheme.
As i am in urgent need of a place of my own due to circumstances, may i start viewing the resale flats in the market before my birthday at 35 years? i.e. around 4-5 mths before my birthday.
Can i OTP before my birthday? If there is a contract that can be made between the seller and buyer. Sometimes, the seller may need to renovate his/her new home and this may take time.

Hi,

Yes, of course you can start viewings before you turn 35. However, I would recommend that you start about 1-1.5 months before your birthday, instead of 4-5 months. This is because most Sellers who are serious in selling would not wait 4-5 months for you to OTP. They would prefer to move on to their next phase soonest possible.

Hi,

1) I would suggest only starting your home search journey earliest at 3 months before your 35th birthdate.
2) From my experience, this is the best timeline as you don't have to rush through the planning and viewing process.
3) You cannot apply for HLE until you reach your 35th birthday, and this will take 14~21 working days to process.
4) You can only offer an OTP after you got your HLE. This is specifically defined by the HDB.
5) Yes, you may negotiate with the seller before the legal offer for an OTP. But any legal agreement signed is not able to protect you if the seller changes their mind.
6) Because you are not eligible for the HDB before you reach the legal age to be eligible under the Single Citizen Scheme.
7) So be very careful in your negotiation.
