I am afraid to inform you that you have to form a family nucleus in order to buy a resale EC selling within MOP. If not you will have to buy resale EC (more than 5 years old) or private condo (resale or new).

Unfortunately, a single PR or even a single Singaporean could not purchase an EC that have not reached 5 years MOP despite HDB granting early approval to sell to the seller. You may consider an EC that have reached 5 years or a private property. My service for purchasing a private property is 100% free. Hi,

1) An EC that had granted early approval for sell, the buyer is subject to the HDB eligibility schemes.
2) Under current HDB eligibility schemes, all have to be either family or Joint-Single. Even the Orphans Scheme required at least 2 siblings; orphan and single to be eligible.
3) Therefore you are unable to buy under a single owner.
4) Moreover, as an SPR you are only able to buy an EC that had fully completed MOP. Because only by then the EC is treated as a private residence to SC and SPR.
