Hi, I am a Singaporean married to a foreigner.
We are both in our 40s and we have no children... We currently have our own property in Australia but are exploring options for a potential move to Singapore someday down the track.

I have no income as I am a housewife, whereas my husband is a doctor practicing in Australia.

Based on current rules, are we eligible, or can we ever become eligible for a BTO? Or even a HDB resale? The eligibility rules sound so specific, I am struggling to understand what's on the HDB website.

If I apply for a BTO just under my name alone, would that be a legal thing to do? i.e. would I be eligible under the singles scheme?

Would appreciate some clarification on what are all the options we have concerning property purchase in Singapore. Thank you.

Hi,
As a married couple you are not allowed to purchase a HDB flat on your own. As you own an overseas property, you cannot purchase a HDB flat either resale or BTO. You need to dispose of that property and wait for 15months to buy a resale or 30 months to buy a BTO and you got to be resident in SG to do that.

My suggestion would be to sell your Australian property and rent a property before you plan to return to SG. You can time it in such a way, that it is with minimal inconvenience. I can guide you with that.

In the realm of HDB, married couples are viewed as a single entity, with each eligible entity allowed to possess one set of HDB property. Based on my observations, here are a few challenges:

a) The timeline for the move is not set in stone. Under the Non-citizen family scheme, you will be the property owner, while your spouse must be designated as the essential occupier. Without a steady income, you will need to liquidate assets to afford the purchase.
b) For a resale unit, if you utilize an HDB housing grant, there is a wait-out period of 30 months. In line with point #1, your husband will need to sell the unit and find a rental alternative. In contrast, for a resale unit without an HDB housing grant, the wait-out period is 15 months.
c) When it comes to a BTO unit, in addition to the 30-month wait-out period, you must also wait for a favorable ballot queue number for the estate you both want. Following that, you will have to wait for the BTO to be constructed before collecting your keys.

You can’t apply for a BTO as a married Singaporean if your spouse is a foreigner, unless they are a PR. Under current rules, BTO is only open to:

• Married couples who are SC + SC or SC + PR
• Singles buying under the Singles Scheme at age 35 and above

Because you are married, you cannot apply as a single applicant. HDB will not allow you to apply alone under the Singles Scheme while still legally married, even if your spouse is not part of the application.

For HDB resale, you do have a viable route. As an SC married to a non-citizen, you can buy a resale flat under the Non Citizen Spouse Scheme, as long as your spouse holds a valid Pass (LTVP, LTVP+, Work Pass etc). There is no income requirement for eligibility itself, only for loan assessment if you need an HDB loan.

Your private property in Australia is not a barrier to buying HDB resale, but you will need to dispose of it within 6 months if you want an HDB loan or any grants. If you are fine using bank financing with no grants, you can retain the overseas property.

So in short:

• BTO: Not eligible as SC + foreign spouse unless spouse becomes PR
• Singles Scheme BTO: Not allowed because you are married
• Resale HDB: Yes, you can buy under the Non Citizen Spouse Scheme
• Overseas property: Allowed to keep if buying resale without grants or HDB loan

Hi,

1) One of the primary conditions to satisfy the eligibility is not owning a private residential property both local and in overseas.
2) You will only eligible to buy a resale HDB flat by observing a 15-month wait-out period without applying for HDB loan and grants.
3) In order to be eligible to apply for a BTO or a resale flat with grants & HDB loan, you will have to observe a 30-month wait-out period.
4) The next conditions is your household income cannot exceed $14k in order to be eligible for a HDB loan, grants & BTO.
5) A married couple must apply together to buy BTO or a resale flat regardless whether spouse is local or a foreigner.
6) Failure to provide an accurate and updated information to any government officer will considered as a crime.
7) You may google the consequences of such action.
8) However, there are no restrictions of the above if you are buying a private residential property.
9) You are also not subject to any ABSD since you are a Singaporean. This is also applicable when you are buying with your husband.
