Hi! I am a Singaporean and my wife is a Non-Citizen at the moment. If I purchase a re-sale HDB flat now, I will be eligible for a $40,000 CPF Grant (ignoring EHG and Proximity Grants here). Now, we intend to stay in this flat until the MOP. If by MOP, my wife has obtained an SPR, our plan is to apply for a BTO or Purchase our next Resale. Will she be eligible for her CPF grant then, or have we already fully utilised our subsidy given in our first purchase?

What we can confirm will be based on existing scenario as regulations may change in future. Have you already applied for HFE? Housing grant eligibility is also subject to income therefore the $40k grant amount is not guaranteed.

Key Principle: HDB Grants Are Per Household, Not Per Person

Under Housing & Development Board rules:
CPF housing grants are considered a subsidy for the family nucleus
Once you’ve taken a CPF Housing Grant, you are generally considered to have enjoyed a housing subsidy

Even if:
Only you were eligible at the time
Your wife was not PR yet
She did not “personally” receive a grant

Under the Non-Citizen Family scheme, the housing grant you receive is based on the purchase of an HDB resale 4-room flat or smaller, specifically under the Single scheme. What you're looking at is the Half Grant, which is available to the current foreign spouse transitioning to Singaporean Citizen (SC) status for the next property purchase. Once your spouse has obtained her Singapore Permanent Resident (SPR) status, you'll be eligible to apply for a larger Build-To-Order (BTO) unit. However, please note that an additional resale levy will be applicable, and the Half Grant will not be available.
