Unfortunately no, unless they are divorced, both your parents names must be included as hdb recognizes them as one legal family nucleus entity. Need to include both names minimum to be eligible to apply. He can be added as essential occupier if he doesn't want to touch and utilize his own funds for the next property purchase.

If you are 35 years old single Singaporean citizen, can buy under your own sole name no issue if your funds are ready.

1) Your parents must complete the divorce process and receive the final judgment from the court before being able to purchase an HDB without including your father.
2) If this is an uncontested divorce, it may take about 1 month to obtain before the final judgment is received 3 months from the date of the interim judgment.

This arrangement is not possible because HDB treat a married couple as a family nucleus and therefore if you were to buy a HDB flat with your mum, you will also need to include your dad either as an owner or essential occupier. Buying a flat with your mum alone is only possible if your parents are divorced.
