It depends on the town and proximity to amenities, but generally the trend is limited or no COV, unless you are talking about unique projects in mature towns like Pinnacles @ Duxton. If you are concerned, it is best to engage an agent who can give you an idea of the comparable transaction figures nearby and based on unit condition, derive a good offer for you. Evening,

Depending on the unit type, sizing, level, condition, ethnic restriction and facing, the possible cash premium above valuation can vary. I had sold 4 room flat in Ubi with nearly $30k COV. I had also sold 3 room flat unit in Geylang Bahru with $8k below value. Hence it's not easy to provide you with any firm figures without more details.
