Yes I am glad to tell you you are eligible for both family grant and full EHG grant just like any other Singaporean family as you can form a family nucleus with your newborn son. However do note that your wife can only be named as an occupier and not a joint owner since foreigners are not allowed to be HDB owner. This means you can proceed to purchase a resale flat under sole ownership but full family and EHG grant will be granted. I am specialised in HDB transactions. Hi,

1) You are eligible to purchase a resale flat when you include your new born baby as occupant under Public Scheme.
2) Your spouse shall be the other occupant, and cannot list as owner.
3) You are also eligible for the following grants:
(a) Single Grant : $25k (4-rm & smaller) or $20k (5-rm or bigger)
(b) Enhanced CPF Housing Grant (EHG): Income level from <$750 ~ <$4,500. Grant from Max $2,500 ~ $40k

In general your grant is half of SC/SC family nucleus, as HDB is consider you & your spouse on the family grant and not otherwise.
Thus you noticed that your grant should be apply under Non-Citizen Scheme rather than under 1st timer scheme (which normally this is SC/SC or SC/PR combination).

Yes, you will be eligible for the CPF Housing Grant, Enhanced Housing Grant and Proximity Housing Grant, provided you meet all the other eligibility conditions. You will get the full grant if you include your newborn son as the occupier of the flat.
