1) According to the document required for HLE application when your employment is with monthly CPF contribution are:
(a) latest 3 months' payslips.
(b) Latest 15 months' CPF contribution history
2) So it is unlikely you can complete the E-application via the HDB web.
3) I don't think you can get on time to get your HLE before your flat selection.
4) I suggest you write into HDB and seek their advice:
