Under the current HDB rules and regulations, this is not allowed. For special situation such as a divorce case, then HDB will allow one of the parties to take over the other's share of the property.
For your case, you may want to consider upgrading instead as the 17% ABSD is quite a significant amount. Please feel free to contact me so that I can understand your intentions and assist you further!
