Hi,

New ECs are built by developers and will be sold by developers. However, the purchase of ECs are subjected to HDB eligibility conditions such as family nucleus fulfillment and income ceiling.

The EC will be partially privatised after the 5 years minimum occupation period whereby the owner will be free to sell the EC to Singapore Citizen / PR. After fulfilling a 10 years period, the EC is subjected to no further restrictions and can be sold to foreigners in the open market.

Eligibility wise -- The EC applicant must be a Singapore Citizen who is at least 21 years old, alongside another Singapore Citizen / PR who is listed in the application. They can either apply for the EC under (i) Public Scheme, (ii) Fiance / Fiancee Scheme, (iii) Joint Singles Scheme or (iv) Orphans Scheme. Since the purchase of EC is subsidised by the Government, an applicant who has applied for 2 subsidised flat will not be eligible - only first-timers or second-timers are allowed. Buyers will also be subjected to a household monthly income ceiling of $16,000.

Hi,

1) EC is designed, developed, and sold by private developers.
2) The main difference between EC and DBSS is EC will be considered as private to SC and SPR once it reached 5 yrs MOP. And it became full private once it is 10yrs from TOP, implying it can be sold to foreigners as well.
3) The maintenance is handled by private MCST and not under the town council.
4) All fees and maintenance are handled mainly by MCST and the residence council formed by the residences.
5) The selling price is around 20% lower than a private development in the same proximity.
6) It is meant for families whose household income exceeds $14k which disqualifies them from buying HDB flats (BTO/SBF). The family household income limit is kept at $16k at the moment.
7) The loan assessment is using MSR instead of TDSR. Meaning only 30% of the household income can be used to service the monthly mortgage. Using layman terms is you will receive a lower loan amount compared to buying a private.
8) The development is targeted at the SC family only therefore no single scheme is available to buy new EC. Therefore you won't see 1 bedroom type in all ECs. All schemes are mainly for family or joint singles. You may check the eligibility schemes here:

9) The capital appreciation of EC is much better than an HDB flat.
