Hi Nicole,

There are 2 main parts in your posting:
(1) Foreigner: Yes, foreigner can purchase private property, strata unit; in other word, condominium or apartments, non-landed property unless receive a In-Principal Approval from authority.
Student pass not an issue, this is meant for rental purpose, stating your legal residence status.

(2) Bank loan: usually this is not possible as you can't prove you are able to repay or 'service' the loan without any regular income.

The other way of getting loan is to open a fixed saving account with a substantial amount. This is to act as a collateral to the bank, you may check with bank for different ways of doing it.
