Offer in excess- this will means that the unit has a last offered price, however the seller did not accept. Therefore buyer if really keen to buy should made an offer higher than that.

View to offer - this will mean that the buy should view the unit before making an offer. Usually unit with good renovation or good facing will have this tag.

Guide price - will mean that this price is a reflection of what that have been previously transacted in that area. This the seller is looking to match the same if not higher price.

In my opinion when I serve a buyer, I would not even look into this terminologies. Need help in your purchase to secure a good buy in an already good market, it is encouraged to seek the services of an experienced salesperson to work the deal out for you.
